She is not carrying any identification and may not know who she is or how old she is.

DUI Enforcement Scheduled for Friday, November 28, 2008

Chula Vista- Officers from the Chula Vista Police Department's DUI Enforcement Team will be conducting a "Zero Tolerance" DUI Saturation Patrol on Friday November 28, 2008. This saturation patrol is in a series of DUI enforcement operations aimed at increasing public awareness and decreasing the number of drivers who drive while under the influence of alcohol or drugs.

The DUI Saturation Patrol will be set up within the city limits of Chula Vista on Friday November 28, 2008, starting at approximately 7:00 p.m.


The California Office of Traffic Safety through the National Highway Traffic Safety Administration provided funding for this operation.

CVPD Sobriety Checkpoint

Chula Vista - Officers from the Chula Vista Police Department's DUI Enforcement Team will be conducting a "Zero Tolerance" DUI Sobriety and License Checkpoint on Saturday November 22, 2008.

This sobriety checkpoint is in a series of DUI enforcement operations aimed at increasing public awareness and decreasing the number of drivers who drive while under the influence of alcohol and/or drugs. The checkpoint will be set up within the City of Chula Vista at approximately 8 pm.

Funding for this operation was provided by the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
CHULA VISTA POLICE DEPARTMENT ENFORCING SEAT BELTS DURING HOLIDAYS

The Chula Vista Police Department, in an effort to help bring everyone home safe for the holidays, will be aggressively enforcing the state's seat belt and child safety seat laws during a Click It or Ticket mobilization, taking place November 17-30. The campaign relies on heavy enforcement and public education as a means to help reduce deaths and injuries on California's roadways. California currently has a seat belt use rate at 95.7 percent.

"Our goal is 100% seat belt usage by the motoring public. But we're out there every day and night and we know first hand that there are still people risking their life by not buckling up," said Police Chief Rick Emerson. "We're going to send out the Click it or Ticket message loud and clear to all drivers and passengers. If you are caught not wearing a seat belt you will be cited. So remember, click it or ticket, it saves lives."

California has a primary seat belt law which requires that every passenger in the car, including the driver, is required to wear a seat belt at all times. If stopped and found to be in violation, law enforcement will issue citations without warning. Tickets for first seat belt violations range from $80 to $91 for adults and $330 to $401 for children under age 16, depending on the county.

"While we are very happy with actually surpassing 95 percent usage, that still means that more than a million people are in real danger in the event of a crash," said Christopher J. Murphy, Director of the Office of Traffic Safety (OTS). "It takes just two seconds to reduce your chances of dying in a crash by half."

Teens and nighttime car occupants lag behind others as far as buckling up is concerned. Officer will be concentrating even more on ensuring they are properly restrained. More than 280 law enforcement agencies statewide will be participating in this year's Click It or Ticket mobilization.

Funding for officer overtime to support California's Click It or Ticket campaign was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Junior CSI learn to solve crime by the number

Subject: CVPD presentation to Castle Park High School students; "How to use Math to Solve Crimes"

On Friday, November 14, 2008 the Chula Vista Police Crime Lab, led by Crime Lab Manager Craig Ogino, will host a hands-on crime scene investigation presentation for 60 Castle Park High School students.

The event takes place from 0930-1330 hrs., in the Chula Vista Police Department Community Room. Members of the media are welcome.

The purpose of the presentation is to give students real life crime solving scenarios that use math principles they are learning in school to crack the cases.

Students will have to know the formula for the volume of a sphere to calculate the diameter of a drop of blood in flight. They will have to know what the formula for the volume of a cylinder is to calculate the volume of liquid in a bucket. Students will use trigonometry to determine where a victim was beaten. They will also be asked to find the point of origin of a bloodstain pattern on their desks using the width and length measurements of the bloodstains and applying trigonometry.

Actual crime scene photographs will be presented to students to help them learn the different patterns blood can make and what investigators can tell from them.

3 different crime scenes will be set up in the crime lab and the Community Room.

The goal of the exercise is to promote positive community relations with young people. In previous presentations Mr. Ogino says, "students expressed that they hadn't realized how much work goes into solving crimes to bring closure to victims. They thanked us for taking the time to teach them how math is used to solve crimes. They also thanked us for keeping their community safe."

Chula Vista Police seek public's help in burglary investigations
Chula Vista Police Dept. - 11/06/08
Chula Vista Police are investigating at least 7 burglaries, 2 of which involved threats or assaults on women. The incidents have occurred since September 9th at the Sunrose and Harvest Ridge Apartments, located at 1325 Santa Rita in Chula Vista.

The description of the suspect involved in at least one case is: Hispanic male, medium complexion in his mid to late 20's. He is approximately 5'7-5'9 weighing approximately 180lbs. He is further described as having a rounded jaw line. The suspect spoke in Spanish to the victim in one case. He is described as wearing a gray hooded sweatshirt and gray pants.

CVPD Senior Volunteer Patrol Brick Dedication and Graduation

Please join the Chula Vista Police Department Senior Volunteer Patrol(SVP)and South Bay YMCA for a special event to honor CVPD Senior Volunteers who have died while members of the CV-SVP.

A brick placing ceremony will take place at the entry to the South Bay YMCA located at 1201 Paseo Magda, on Friday, November 7th @ 10:30 a.m..

Immediately following there will be a brief graduation ceremony for the newest group of Senior Volunteer patrol members.

The Chula Vista Senior Volunteer Patrol was established in 1994 and is comprised of formally trained, uniformed volunteers, 50 years of age and older. Members perform such services as commercial district foot patrols, vacation house checks, vehicle abatement, handicapped parking enforcement, "You Are Not Alone" (YANA) calls and visits to the elderly, traffic control, bicycle licensing and fingerprinting. Senior Volunteer members also assist with crime prevention programs and special events. The Senior Volunteer Patrol also runs a safety program for young schoolchildren called ChildLink.

The primary activities of SVP are:

Enforce handicapped parking regulations
Conduct vacation home security checks
Perform traffic control (includes Smart Unit placement)
Patrol business districts, parking lots & school zones
Administrate the Child-Link Program
Provide bicycle licensing services and bike rodeos
Call and/or visit homebound seniors (YANA Program)
Assist with vehicle abatement program
Document graffiti sightings
Fingerprinting
Reception greeter @ Police Department front counter
Represent Police Department at special events and other duties as assigned

2008 Chula Vista Police Activities League Annual Holiday Food and Toy Drive

The Chula Vista Police Activities League (PAL) would like to form a team with citizens and community organizations to ensure another happy holiday season for the underprivileged children of Chula Vista. In 2007, the PAL Annual Holiday food and Toy Drive provided over 300 families and over 950 children with food and wrapped gifts. PAL's success reflects the generosity and holiday spirit of the community.

The majority of children are from the elementary school level. However, to ensure no child is left out, PAL provides gifts to every child in the home under age 18.

The collected food and wrapped toys are delivered to pre-selected families in early December by uniformed police officers, firefighters, police explorers, volunteers and the PAL Board of Directors.

PAL was organized in 1992 to create and provide activities for the youth of South Bay. PAL is a community based, non-profit organization operated from the Chula Vista Police Department. PAL works with low income and at-risk youth providing after school recreation programs, job training and taking children to major sporting events.

City Kicks Off Pedestrian Safety Campaign

Chula Vista’s Engineering and Police departments have launched a new Pedestrian Safety campaign with banners, brochures and stepped-up enforcement measures. The campaign, which runs now through January, puts a special emphasis on pedestrian safety near schools.

A series of banners cautioning pedestrians, drivers and bicyclists to “Be Alert” are posted along busy thoroughfares throughout the city. The City is working with Chula Vista’s schools to drive home the safety message in the classroom. Children are often the least predicable pedestrians and the most difficult to see. Public service announcements and community and school safety meetings will be
scheduled as part of the campaign.

During a high concentration traffic law enforcement operation October 30, Chula Vista police stopped 42 pedestrians for violations, in most cases jaywalking.

In a series of resident surveys, traffic safety, especially pedestrian safety-- tops the lists of concerns.

From January 2003 to June 2008, there were 294 collisions involving pedestrians in Chula Vista. While drivers are at fault in most collisions, pedestrians cause 33% of the accidents, often crossing against signals or darting into traffic from the middle of the block. Twenty-six percent of the collisions involve pedestrians under the age of 16. Because so many collisions involve school-age children, the campaign is targeting students with a strong safety message.

In crashes with cars, pedestrians are almost always injured—even at slow speeds. A pedestrian hit at 20 mph will suffer serious injuries and has a 15% chance of being killed. At 40 mph, the pedestrian’s death rate jumps to 85%.

These operations are done once a month in cities throughout the county in an effort to get motorists to obey traffic laws. The goal is to have a high presence traffic enforcement presence in Chula Vista in order to enhance the motoring public's safety on our city streets. At the same time the Traffic Unit in conjunction with the cities Traffic Engineering Unit will begin it Pedestrian Traffic Safety Campaign. The city will be conducting an educational and enforcement campaign for the next several weeks in order to bring attention to pedestrian safety. Below are some pedestrian related traffic safety statistics and figures.


Chula Vista Pedestrian Collision Analysis

• Vehicle drivers are at-fault in 61% of the collisions, pedestrians in 33%.
• When drivers are at fault two-thirds of the time they are making a turn, 34% right turns and 31% left turns.
• In 81 of the 96 cases (84%) where pedestrians are at fault, it was because they darted into the roadway in front of a vehicle. Forty-two percent (34) of these cases involved children from 5 to 15 years old.

Impairment:
• In 76% of the collisions neither the driver nor the pedestrian had signs of alcohol/drug impairment.
• Drivers were under the influence in five cases (2%), including one fatal and three injury collisions.
• Pedestrians were also under the influence in five cases, including one collision in which both the pedestrians killed were under the influence.

Pedestrian Ages:
• Pedestrians ranged in age from 1 to 92, with 50% under the age of 41.
• In 26% or the pedestrians were younger than 16.
• Pedestrians over 65 years of age accounted for 14% of victims.
• Fatal collisions:
o There was one fatal pedestrian collision with victims under 16 years old.
o There were five fatal collisions involving pedestrians 65 years old or older accounting for 45% of all fatal pedestrian collisions.
Gender:
• 53% of the pedestrians were male, 45% were female.
• In cases where the gender of the driver was known, 53% were male and 46% were female.

Collision Concentration:
• 66% of the fatal pedestrian collisions occurred at non-intersections; 68% of all pedestrian collisions occurred at non-intersections.
• The portion of the city west of I805 has the most concentration of pedestrian collisions, accounting for 77% of all pedestrian collisions.
• 10 of the 11 fatal collisions occurred west of I805.
• Collisions are less concentrated in the eastern portion of the city.
• On the west side of town, collisions are concentrated in several locations, see Figures 1 and 2.

Arrest of Ricardo "Richie" Macias former Chula Vista restaurant operator
Chula Vista Police Dept. - 10/28/08
Ricardo "Richie" Macias Jr. (DOB: 1977) is the former owner of The Brick House Brewery & Hacienda Del Patron, located at 333 3rd Ave, Chula Vista. This business was closed in June, 2008. Since then, several former customers identified unauthorized charges to their credit and debit cards from the business after it was closed.

A search warrant was obtained for the residence of Ricardo Macias Jr., located at 1839 Meeks Bay, Chula Vista 91913, regarding the investigation of credit card fraud. Macias was found in possession of an unrelated stolen credit card and was subsequently arrested. The investigation into the allegations of merchant credit card fraud is on-going. Evidence located at Macia's residence pursuant to the search warrant directly linked Macias to several of the credit card fraud victims.

The investigation uncovered statements that following the closure of Brick House Brewery & Hacienda Del Patron. Macias also worked at Chuey's Restaurant in San Diego.

Anyone who was fraudulently charged by either Hacienda Del Patron or Chuey's should contact the Chula Vista Police Department to initiate a crime report and also contact their financial institution to contest the charges.

Macias is charged with PC 496(a) - Possession of Stolen Property, a felony
&
PC 484i (a) – Possession of an incomplete (unsigned) access (credit or debit) card with intent to use for fraud, a misdemeanor

Macias is being held on $10,500 bail in the Chula Vista Police Department Jail.
NET Marijuana bust - correction

On Monday, October 27th the Narcotics Enforcement Task Force (NET) of San Diego County served a search warrant at 11 North Second Avenue in the City of Chula Vista. A total of 931 marijuana plants being grown inside the home were recovered at the scene (588 with root structures / 343 with roots not yet visible). The entire 1st level of the house was used as a grow operation. One suspect,Jermaine Starks (dob 11/02/1971) was arrested while leaving the scene. Starks, a San Diego resident is a contractor. He is charged with marijuana cultivation. The estimated street value of the marijuana is $450,000.00

Murder Investigation
Chula Vista Police Dept. - 10/25/08
On 10/25/08 at approximately 5:46PM Chula Vista Police Officers responded to a call of a family disturbance on the 500 block of Tamarack Court. Officers found a 77 year old female lying in her residence deceased. Several family members were present outside the residence and the victim's son was identified as the suspect in the murder. He was taken into custody and transported to the Chula Vista Police Department. Detectives are continuing the investigation. Identification of the victim is pending notification of additional family members.
